Role of physical literacy in the European Framework of Quality

In the last decade, many institutions and organizations have drawn up statements regarding quality physical education. One of the main common components of these statements is the notion of physical literacy, as the strategic goal of PE. The definition of physical literacy varies in the international literature of PE. (Shape-America, 2013; Whitehead, 2014; Fischer, Repond & Diniz, 2011, Dudely et al., 2017). In Hungary expressions like physical-mental literacy (Rétsági et al., 2011) and physical culture (Takács 1972, 2005; Báthori, 1994) were in focus, not particularly the historical and deeper understanding of the term physical literacy. Lately, the term „health-oriented, modern integrated knowledge of physical literacy” is arising.

In the presentation I’ll give an overview of these statements, and demonstrate the European Framework of Quality Physical Education(EFQPE) which was developed in an ERASMUS+ project called SHA P.E. (http://www.mdsz.hu/en/shape/) with the contribution of HSSF and 6 partner organizations from Europe, and which was chosen as a success story by the European Commission. The EFQPE system reflects on the European Qualification Framework (by using knowledge, skill and autonomy and responsibility components for 4 different levels) and structures the physical literacy-related learning outcomes into 5 main areas: 1.) Movement literacy, 2.) Health-enhancing Physical Activity, 3.) Health-consciousness beyond physical activity, 4.) Self-awareness and self-management, 5.) Problem-solving and constructive thinking. The framework provides a modern, comprehensive and scientifically established fundamentum for the upcoming National core curriculum content development.
